Checking a blank value to see if its empty always is ignored

Description
The conditional value matching sees the field and the value as empty and ignores the condition. It should only ignore the condition if no operator was selected.
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
It now will only ignore the conditional if no operator is selected. Field, Value, and Translate inputs will now also hide if no operator is selected to condense unnecessary display until needed.

- Status changed from Resolved to Closed
