Privacy records strictly looking for NULL values

Description
When looking up profile privacy or other privacy records it is strictly looking for NULL for subtype, etc.., but it should accept any blank value.
So far only profile privacy has this usage, but review others just to be safe.
- Target version set to 4.0.0
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
- Status changed from Resolved to Closed
