This check can be broken by missing variables resulting in captcha being ignored. Remove the check and always validate if login captcha is enabled.

Checks still need to be made, but instead check that username and password have been supplied. If both have been supplied it's not an API login (API logins send false for password) and there's no sense in checking captcha if username or password are missing.
