Implement notification system

Description
This should be top-right like notifications. Should be doable with cbTooltip. Also allow the notifications to send an email and/or PM.

This needs CB Notifications API plugin.

This should be handled by CB Notifications that CB Activity would just utilize. Do not implement this directly into CB Activity.
