Implement pre-filled avatar mapping
Description
When using the pre-filled mode it should map the avatar on the after registration trigger if they did not upload one.

- Target version changed from 7.1.0 to 9.0.0
Only way for this to work is if the avatar is mapped regardless of registration value or if no registration value was supplied. The image field just doesn't have handling for this usage.
