implement query based filtering of users by privacy rule

Description
Simple privacy rules like private, public, etc.. can easily be added to the query it self instead of being PHP side only.
- Target version changed from 667 to 5.0.0
- Target version changed from 5.0.0 to 6.0.0
Needs further implementation and design review. Ideally CB Auto Actions could be used to add to queries like those in CB Activity, but activity entries need per-entry privacy with default privacy being the profile privacy. Review implementing at a later time.

This needs to move the plugin privacy integrations out of CB Auto Actions into CB Privacy then SQL based privacy protection can be applied.
