When conditioning search criteria it doesn't appear to function on initial display. When you begin selecting values it then functions.

This is likely due to the initial value condition handling.

It's due to the slide down JS for userlist search criteria causing the div to show again. Fix by adding CSS for cbDisplayDisabled class to disable its display (use !important tag to force it).
