Implement system wide (global) activity

Description
Implement a button to the left of the post button to toggle the status entry as a system wide activity post. This should have its own create access parameter (Special by default) and system wide activity display should be toggled on a stream by stream basis. Globally this should be disabled by default and enabled by default for Recent Activity, My Activity, and Module Activity. This would allow for example CB Moderators to log activity on every stream that allows it. System activity should allow anyone to comment on it or it should have its own override parameter for comment display and create access.
Maybe instead of a create access parameter just only allow moderators to use it.
Use the bullhorn fontawesome icon for the button.

Output of global asset implemented, but still needs features for moderators to specify a status post as global.
Instead of an additional parameter the asset usage is now assets and supports multiple assets being used on a stream (via comma separated).

Styling now implemented. Still needs a button to toggle the activity as global. The label for global activity is "Announcement". It's styled with a blue border and comes with a badge to state it's an announcement. The icon for the button makes sense to be a megaphone. It should only be available to CB Moderators and only on streams that allow global activity. Note global activity is NOT stickied; that will be a separate usage. Global activity also can not be hidden by users.

Button to toggle an activity post as an announcement (global) is available to CB Moderators only and is to the left of the Post or Done Editing buttons.
