The individual download usage should probably be forced. It should also download dependencies.

Remove the parameter and always allow individual download. Individual download should automatically prepare dependencies and handle conflicts as well. It should also always be a package instead of the raw file unless the file is a document type.

If a package is being directly download and it has no dependencies then directly download the package it self to avoid unnecessary double installer.

Packages are auto-prepared as needed. If the download needs to be packaged it will otherwise it'll just give you the raw file.
