Improve ajax responses to dynamically not insert already loaded header files

Description
Parse the header for links and scripts. If it's already loaded ensure the ajax response doesn't load it again.
Also can remove the preLoad array with this implementation as the ajax response will determine what it needs to load.
Implement the improved header parsing implemented in CB Gallery.
