Implement backend and frontend uploads
Description
For our usage we'll have primarily automation, but if a new document or something needs to be manually uploaded there needs to be a way to do that and from a selling standpoint most site admins will probably be doing frontend upload. Limit to CB Moderators.

This will include full frontend management. Simplified frontend edit/new, state toggle (published/unpublished), delete, and files management per package.
