Create Joomla system plugin to route events

Description
On Joomla event it should fire a CB event that CB Auto Actions (or any plugin) can act on.
This probably shouldn't route every event by default. Instead you should have to supply a list of events or maybe a tag like input with Joomla events pre-listed for it to map.

System Plugin loads in CB Auto Actions after Joomla has initialized. This allows CB Auto Actions to bind actions to Joomla events.
- Status changed from Assigned to Resolved
- % Done changed from 50 to 100
Some core Joomla events are now listed in the triggers dropdown. For 3rd party extension Joomla events simply type them in manually and prefix them with joomla_.
