Remove the dependency on {cb} and just more intelligently detect substitutions are present then pass the article through substitutions. This is similar to other bot usages. It maybe still required for raw substitutions like [FIELD_NAME] though. Needs extensive testing to ensure it accurately knows a substitution is present. This closes the usage confusion of substitutions for content.prepare locations where only a single tutorial, instruction, and format explanation will be needed.
