Description
Review the new usage that'll be implemented into core CB for file input validation and port it over to CB Gallery. This should allow significantly faster uploads.

Requires improvements in CBs fileupload jQuery as it needs the processing plugin functionality to preprocess the file before it uploads. So client side resizing won't work until both CB and CB Gallery are up to date.

This is enabled by default, but won't function without a new CB nightly as it utilizes jQuery fileupload process plugin. See #6718
