Fields hidden by dynamic edit conditions still show in completeness

Description

When a field is hidden by a dynamic condition (jQuery based) instead of static condition or regular access checks it is still shown in the completeness. CB Conditional however only checks edit access in PHP during the save process. CB Privacy likely behaves the same.

This needs to be fixed in CB Conditional where if the $formatting is set to "none" it should go ahead and empty the edit output. See #5783
