It'd be useful to be able to exclude certain locations and actions from a stream. This would allow locations that are specific to 1 stream to be excluded from another. For CB params usage this can just be a multiselect, but for Joomla usages it needs to be a comma separated list of ids. This should just hide selection, but activity already stored with an action or location should continue to work fine so on edit needs to include the currently selected value as well.
