Now that published state is implemented it should be possible to implement support for requiring stream moderator approval. Posting pending approval should be set to -1. The owner of the activity entry however should not be allowed to manage the published state of posts and this should be limited to stream moderators as controversial posts are marked unpublished (set to 0).
