Userlist inline usage does not work
Description
This results in an HTML form within an HTML form and isn't valid. Nor does this work with jQuery bindings, form submit, etc.. Remove inline usage for userlists and for B/C for previous inline usage to tooltip usages for userlists.

Inline can be brought back once the user rows are no longer inside the search criteria form.

Marking this as partially solved since we really need to find a more reliable way for these editors to bind. It may even require changes to core CB to prevent the editor jQuery from binding on initial edit access check.
