Implement parameter to auto expand new post
Description
Implement parameter to have the new post textarea and its buttons already expanded instead of collapses. Cancel in this case should just reset the form, but not collapse it.

This should just make the expand/collapse dependent on a CSS class in jQuery then the param can simple toggle usage of that CSS class.

Still needs XML parameter, but it now conditions off a CSS class so it can be toggled off/on as needed.

New parameter under Create tab of Activity and Comments params allows collapsed usage to be disabled. Default enabled for all streams except comment replies.
