Implement auto loading and paging for comments

Description
This should only apply to standalone streams and be force disabled for comments inside of activity entries as it'd just be too heavy. So it'd primarily be useful for comment fields, article comments, etc..
- Target version changed from 6.0.0 to 4.1.0
Just force it disabled when outputting reply streams or activity comment streams. All other cases should be allowed to utilize this as normally.

- % Done changed from 0 to 100
- Status changed from Resolved to Closed
