Implement timed account blocks

Description
Currently you can't block a Joomla account using the timing functionality (e.g. Joomla block for XYZ days). Nor can you do a timed profile ban. Try to implement support for both. The only way this will work is likely a new table to keep track of these blocks as we don't want to just reverse any block state. We only want to reverse block states triggered by CB AntiSpam.
