Implement checking for incomplete terms and condition fields
Description
During the registration process the synchronization should pause and check for any incomplete terms and condition fields. This will need to be sure to check edit access of the field to ensure they can even access it. If there are any incomplete terms and condition fields then display them for them to be accepted. This would be similar to registration incomplete page asking for email address.

This only needs to check for incomplete terms and condition fields that are accessible to the user AND marked required.
