Description

Auto update gives up too soon for inactive users requiring a manual refresh or the user simply abandons the page. Implement a parameter to configure when auto update gives up if it should even give up. No need to have this a per-stream parameter; simple 1 global parameter.

At this time these parameters will only apply to activity streams, but will impact any stream on the same page. JS binding for streams will be improved later for this config to apply to all streams later.
