Implement editing offline baskets stored payment even after paid

Description
Currently when an offline basket is paid it's not possible to edit it again to update the stored payment. So for example if check number is record wrong by accident or using the option for offline baskets to be completed and active immediately then attempting to store the received payment. Editing of existing basket like this should just allow storing the payment details and not change the state of the basket or subscription.
