Implement support for Query conditions

Description
Similar concept as Custom > Code condition but instead of conditioning against the response of custom PHP code instead condition against the response of custom SQL.
Also implement same for User parameter so you can supply a custom database query to grab a set of users.
This will not allow for external querying. This will be for internal querying only for now.

- % Done changed from 0 to 100
- Status changed from Resolved to Closed
