Implement support for custom Internal Users lists
Description
Currently Internal Users grabs and loops every user through any auto action with the Internal Users trigger. This needs further improved to support multiple Internal Users endpoints. These endpoints should allow user filtering based off supplied criteria. The idea is it'd allow for looping an auto action through a pre-filtered list of users with batching support instead of the entire userbase.

This should replace Internal General and Internal Users trigger behavior entirely. Instead a new table view and edit views will be added for creating groups of users to act against. You then select that filter in your CB Auto Action as a Trigger to act on.
