Implement parameter to allow all view access levels to be output

Description
Currently view access level usage checks if the user has access to that view access level before displaying. Implement a parameter to just allow all view access levels regardless of the user having it or not.
By default it should not be doing this check. This is somewhat of a feature and a bug as it's currently inconsistent with usergroup privacy rule behavior.
Migration is being added to ensure existing installs continue to behave as they always have.
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
- Status changed from Resolved to Closed
