Like CB Conditional implement a parameter to specify the source user for the condition. This should have "Action User" (current behavior and default) and "Viewing User" to allow conditioning against the user that trigger the action or against the viewing user. Often these 2 are different. This will avoid having to do strange Custom > Value conditions with user attribute added to substitutions.
