Type should remain as it tells us what the package actually is (e.g. Joomla library, plugin, etc..). However Sub-Type is just a crude categorization system. Replace this with a database stored Category system. Categories could allow for nesting to support even deeper sub-types. Next the ordering of things on package views should be based off Category Order then by Package Order giving much greater control of the order of things. Currently the order is forced into a hardcoded Type order, which shouldn't even be a factor in ordering at all as that's just to let us know what the packages type is.
