Improve strict mode to try and be more location accurate
Description
Enabling userlist ajax editing on avatar and enabling strict mode then viewing a userlist causes avatar in the module to have ajax editing. See if this can be made more accurate to only the userlist. Worst case the ajax editing can be forced off via JS once it detects it's in a module.

Same issue applies to profile strict mode. Fields rendered in a side module for example will also be ajax edit if are output with profile reason.
