Users count does not function if users tab is hidden

Description
For the group owner it still functions, but for other users it results in a 0 Users display. Either suppress the display of the counter or count independently from the Users tab.
None of the 0 counter displays should be displaying actually as it doesn't make sense to display useless information like 0 Photos.
Other 0 counter displays are suppressed. Users should do the same if 0.
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
This only suppresses the users counter if users tab isn't accessible. It's not suppressing due to it being 0.
- Status changed from Resolved to Closed
