CB Paid Subscriptions

When a payment fails or is refused Quickpay still consumes the order id making it impossible to reuse. This results in the basket being stuck until it has been cancelled and recreated. Review if there's a way to workaround this using Quickpay API or possibly rebuilding the basket with a new id when this happens.
