Implement support for pre-parsed and cleaned notification title

Description
This would allow sending email notifications or any other external system notifications with the parsed notification title.
- % Done changed from 0 to 50
New helper functions for grabbing parsed activity title, activity message, and comment message now implemented.
- Status changed from Assigned to Resolved
- % Done changed from 50 to 100
Helper functions now available to get clean titles and messages.
- Status changed from Resolved to Closed
