Description

This should check for any external links or media usage in a topic if the user has less than X posts. Triggering this should block creation of the post and output a warning. Also implement support for auto blocking. So for example if they attempt to do this 5 times in a row block their account temporarily or block posting entirely.

Joomla plugin for this will be needed, but that'd work best as it an be a Kunena plugin type so it's only loaded for and used by Kunena.
