Replace loaders with silhouettes
Description
Instead of a semi-transparent background with a loading icon replace the loading displays with silhouettes for activity and comments. This isn't necessary for everything, but for these 2 it makes sense.

Implemented for activity and comment containers. Nothing else really needs this at this time.
