Streams are inaccessible if the activity tab is unpublished

Description
This should only be applying to streams with a profile access permission or in fact not be applied at all since streams have their own standalone access now.

- Target version deleted (

- % Done changed from 0 to 100
This seams to be working as intended. Only profile assets are checked for tab/field access. This means Recent Activity and Profile Activity streams are the only streams verifying tab/field access. CB GroupJive stream works fine with the profile tab unpublished as does custom streams.
