Implement support for blocking replies to old Kunena topics
Description
This should block replies, optionally also from topic owner, of non-moderators to topics that are old. The time threshold should be configurable. This should output an error and send them to the new topic page with a link to the old topic already in the new topic message. Subject can also be auto set. This will avoid pushing older topics to the top of forums, which pollutes searching.

A new Stale tab is now available to block stale topics. Support for a custom timeframe (default 1 year) in addition to a custom message are available to customize what the user sees when a reply is blocked on a stale topic.
