Description

Being a single button is causing issues were permissions are forced to camera capture in the application, which is preventing file selection on the device.

Text should also change from "Click or Drag & Drop" to "Tap" on mobile

Explicit capture button is now added only for mobile devices (phone size). All other devices will use non-capture file input (but can capture from their devices actions menu if they so choose). Text will also change from "Click or Drag & Drop to Upload" to "Tap to Upload" on mobile devices OR devices with no mouse (devices with only touch support).
