Implement support for generating baskets in backend and programmatically with custom line items
Description
This should ignore normal plan id checks for these line items. Basically a "Create Invoice" type feature. For this to work we'll need a new plan type that acts as a pseudo plan so that a plan doesn't specifically have to be loaded. It should also support inheriting behavior from other plans (e.g. inherit integration settings and fire them accordingly).
