The default value for "Applicable to enabled/blocked users" is currently set to "only enabled users", but during registration purchases a user isn't enabled yet. This means by default a promotion won't work at time of registration unless you adjust this more advanced parameter. The default should probably be "all users (enabled and blocked)" instead.
