Description

The default value for "Applicable to enabled/blocked users" is currently set to "only enabled users", but during registration purchases a user isn't enabled yet. This means by default a promotion won't work at time of registration unless you adjust this more advanced parameter. The default should probably be "all users (enabled and blocked)" instead.

Got cought by this not very clever default value myself while preparing screenshots for release announcement of CBSubs 4.5.2!

Actually the default was correct in the XML but not in the PHP class!

Implemented in commit 755950029689e875284bd3a6b23730c1ce01a0d8.
