and then make sure that the Install directory: field contains

{websitestructure}\administrator\components\com_installer\component\comprofiler

Should be...

{websitestructure}/administrator/components/com_installer/component

and then make sure that the Install directory: field contains

{websitestructure}/administrator/components/com_installer/component/comprofiler

Confirmed cb_1.3.1_manual.pdf has backslashes for it's instructions for path as well. Might want to check all your manuals.

/ are correct on Linux (and work fine on all recent PHP versions on Windows too)
