J1.6: Administrators not capable of editing users
Description
Super Users can edit users from User Management, but Administrators can not. Administrators can edit users from Joomla user manager however.

Large rewrite of ACL parent and child id structuring for Joomla 1.6. All tests show working correctly and parent > child relationships are built correctly. New parent ACL groups MAY have some difficulty as they do NOT inherit "Registered" as child groups (intended), however Moderators/Administrators/Super Users and any children of those groups DO for access purposes (required).
