username assuming name instead of email first if username not present

Description
When username field is not present on registration it is assuming the Name fields (first, middle, last, or name) values instead of Email. If username and ALL name fields are not present it then would use Email, but should be the opposite. Workflows suggestion as follows.
Username Not Present
Username = Email
Name = Name
Name Not Present
Username = Username
Name = Username

Actually it should be a parameter of the username field setting ;)
