Forced memory limit changes causing problems on some hosts
Description
CB is forcing different memory limits and on some hosts is overriding PHP.ini and causing installs to fail due to lack of memory.

r1596 fixes the 32M limit issue by adding 64 and 80M limits for badly configured hosts.
