Create a module that does plugin version checking and displays an rss feed from Joomlapolis.

Imho, no need to have a new module for this.

We could use the CB Admin module for this and have a new view for it, then bundle it with CB's installer.

Then CB installer could create 2 modules with the 2 views: one for menus, and one for the status in control panel.

Module should be silent by default until a CB upgrade becomes available and not installed.

Settings with a "settings" icon could include to silence it completely, or also to display latest news from JP, and also specials.
