Description

CBs mailer function should respect the email sending parameter now available in J3.2. This will allow globally turning off emails (it should report success to avoid failed send errors).

As with Joomla this should return false to fail the email. Otherwise it could result in registrations waiting for emails that will never send. If possible throw a warning as well so the user knows emails are off.
