Implement core Disable and Delete account fields
Description
These should be non-repeating fields. They should allow a user to disable themselves or delete themselves.
These should be checkbox fields that when clicked will have a popup confirm dialog. If you accept it'll then expand a textarea to supply a reason. This reason will be stored with the account in case of Disabled and in both cases will be emailed to CB moderators (optionally turn off). When an account is disabled it's marked as blocked.
If possible add a way to re-enable a blocked account, but isn't critical.

Maybe instead of fields just be core features? They'd be accessed maybe via CB Menu for example and configured in CB configuration. There could then be moderator front pages to show users who are disabled and a page for those that deleted with the reason message stored.
