Upgrader of useraccessgroups to viewaccesslevels makes fatal errors and seems to have an issue with empty groups
Description
1. We need to catch fatal errors so that they are not fatal anymore at upgrades.
2. Find why it tries to add a view access level with empty groups.

Added an extra Joomla group and created a user in this group and a user list for this group
Upgraded to CB 2.0 RC1+ as of this morning build

CB Moderators access with just Public ticked
CB Profiles access with Manager, Registered and Super admin ticked
