Description

Currently the mass mailer is still using legacy code. It should be rewritten to XML and use similar db class object usage as plugin installer for sending the emails. It also needs to handle the scenario of emailing all users that match the filter instead of only those selected.

Also implement support for templates. Pending and Welcome emails should be premade templates as well.
